Vacancy : Community Liaison Officer

Abased staff and dependants will be aware that the post operates a Community Liaison Officer Network. This network has been expanded considerably over the past few years as Abased staff numbers have grown and the CLO office is now established with three part time staff each working approximately twenty hours per week. Post is advertising the position now with a view to filling the position in mid of August 2008.

The successful candidates will be paid at the hourly rate of IDR190,000 which includes 15 % loading in lieu of paid leave and lebaran bonus. This salary is a gross salary and there is no provision for payment of any income tax or social security payments by the employer. In the case of Australian residents for taxation purposes, income (based on the Australian financial year) will be reported to the Australian Tax Office. When it is established that the employee is a resident for income tax purposes, the employer is required to pay superannuation guarantee payments for the employee. The default scheme for this payment, if the employee is unable to nominate another fund that meets current eligibility criteria, is the Australian Government Employees’ Superannuation Trust. Duty Number:

    1. Provide support and assistance to new arrivals and to collect and maintain current information on living conditions at post, as it relates to the interests of all A-based employees and dependants. CLOs should have a good knowledge of resources available within the local community. (The services provided by CLOs should be distinct from routine administrative services provided by locally engaged staff (LES) within post administration. When dealing with matters of personal concern, the CLO should act to facilitate access to appropriate resources within the mission, the local community or in Australia through DFAT's welfare network in Canberra.)
    2. Develop and implement strategies to assist new arrivals at post, including through the preparation of orientation programs, arrival kits and information packs. Act as a contact point within the Embassy for all A-based employees, their spouses, partners and dependants.
    3. Liaise with A-based employees, spouses, partners and dependants, the post administration and community organisations as required.
    4. Maintain regular contact with the Family Liaison Office of the Department of Foreign Affairs and Trade and, raise any issues of concern through that office. Liaise with attached departments and agencies as necessary on matters which directly affect officers, spouses, partners and dependants.

Selection Criteria

Description :

    1. An ability to communicate effectively with A-based officers, including single officers, spouses, partners and dependants and to liaise effectively with the post administration.
    2. Inter-personal skills of a high order, an appreciation of the need to maintain confidentiality, flexibility and adaptability.
    3. An ability to produce constructive ideas on ways in which matters of concern to officers, spouses and dependants may be addressed.
    4. An awareness of the resources available within the mission, the local community and the Family Liaison Office in DFAT Canberra.
    5. An ability to work with limited supervision, to set priorities and to allocate resources so as to achieve tasks effectively and efficiently.

Desirable

    1. Experience of at least one overseas posting prior to their current posting and first-hand knowledge and appreciation of the issues relating to spouses, partners, dependants and single A-based staff serving overseas.
    2. Located in Jakarta for at least the last six months and likely to be located in Jakarta for at least a further twelve months.
